04 / The local process

Who put the words on the page?

If you have ever helped write a letter as a group, you will know the first draft matters. Someone puts the ideas in an order, decides what needs saying and gives everyone else something to respond to. Other people add a sentence, cross something out or argue for a different point. By the end, several people may have had a hand in it. To understand how the letter came to say what it says, you have to follow those changes.

North Cowichan's plan was being put together through several channels too. Its 2020 annual report records the contract with MODUS, the planning and engagement consultant, alongside the public vision survey and technical background work. Residents were being asked about the future while staff, consultants and council were helping give the document its shape. [1]

The municipality's own progress reports take us further along. In its third-quarter report for 2021, covering July through September, it says the Social Justice and Equity Framework had been incorporated into the draft OCP. The same report describes staff and consultants developing the draft. This places that framework in the document before the later round of consultation on the full draft. Earlier public vision work had already taken place; the full-draft consultation was another stage in shaping it. [2]

By early 2022, the work had moved into reviewing the full-draft feedback and changing the text. The municipality records staff and MODUS presenting consultation results, followed by council workshops. Its first-quarter progress report confirms workshops in February and March. The published account of the March 16 council meeting says councillors brought forward motions, discussed them and voted on amendments to the draft. Council was making choices about the document it would eventually be asked to adopt. [3]

In August 2022, council adopted the OCP. The proposals, drafting and consultation had reached a municipal decision. That is the route we need to keep in view when we ask who shaped it: which ideas someone proposed, how they were written, what residents were asked, and what council ultimately approved. [4]

Selected milestones in published accounts. The first local choice of the Doughnut model remains an open question.

The public reports identify staff, consultants and council working on the plan, with residents taking part at different stages. They also place the Social Justice and Equity Framework in the draft before full-draft consultation. They do not establish the first decision to use Doughnut Economics here. That part of the origin story remains open in this edition. [2]

We can still follow a specific piece of published advice into a matching policy and a budget decision. That gives us a concrete example of how an idea starts becoming municipal work.

Sources, dates & what they establish

Source notes distinguish published records, attributed accounts and worked examples. A link to a live page may now show a later version.

  1. 2020 annual report, PDF page 15 (printed 28–29): MODUS contract, vision survey and technical work. The actual consultancy contract, fee and detailed scope are not assessed here.

  2. Third-quarter 2021 report, PDF pages 12–13: staff/consultant draft work and the Social Justice and Equity Framework reported incorporated. This establishes reported draft presence, not who first selected the model.

  3. February 2 and March 16, 2022 municipal meeting accounts, with first-quarter report PDF page 28, describe feedback presentation, workshops and amendments. Exact motion-by-motion votes and tracked changes remain unacquired.

  4. Municipal OCP overview records adoption on August 17, 2022. No individual voting breakdown is asserted.
