North Cowichan’s Climate Emergency: What’s Really Going On?

The results of our Freedom of Information (FOI) request to the Municipality of North Cowichan revealed a lot about how our local government is handling the so-called “climate emergency.” After asking for documentation and data that would justify the council’s ongoing decisions through a “climate lens,” we found that there’s more smoke than fire behind these policies.

One of the first things we learned is that North Cowichan Council declared a climate emergency back in July 2019 without actually defining what that means. This declaration was made without any specific data or a staff report to back it up, which raises the question: On what grounds was this emergency declared? When we pressed for the definition and the data used to make this declaration, we were met with vague references to meeting minutes and general climate action strategies, but no hard evidence that justifies the ongoing use of the “climate emergency” rhetoric.

It’s clear from the FOI responses that North Cowichan’s climate policies are operating through what they call a “climate lens,” but this lens seems more like a convenient filter to push through various initiatives without thorough scrutiny. For example, they boast about a Climate Action and Energy Plan, yet when asked for specific data on what impact these local initiatives will have on global emissions or even local benefits, the answers were disappointingly generic. The reality is, even if North Cowichan achieved its ambitious “net zero” goals by 2050, the impact on global temperatures would be negligible.

The estimated cost of achieving net-zero emissions in North Cowichan is projected to be around $500 million by 2050, involving everyone from individual taxpayers to businesses. While they argue that these efforts could eventually generate savings, the upfront costs are significant, and the global impact minimal. This makes one wonder: are these initiatives more about appearances and political posturing than about making a real difference?

The information we obtained through this FOI request confirms what many of us have suspected all along: the “climate emergency” is being used as a blanket justification for a range of policies and expenses that may not be as beneficial—or necessary—as we’re led to believe. As citizens, it’s our responsibility to keep asking tough questions and demand transparency. If these policies are truly in our best interest, then the data and clear justifications should be readily available—not hidden behind jargon and vague references.

For those interested in the full details, you can view the entire FOI response here. Let’s continue to hold our local government accountable and ensure that their actions are based on solid evidence, not just on a convenient “climate lens.”

  1. This is typical of most local governments following the UNDSG via Agenda 21. Our past governments signed Canada onto this sleight-of-hand program, which started to change as soon as most countries signed. Remember, the UN is an unelected body. The policies such as sustainable cities, 15-minute cities, and net zero were all developed by beaurocrats. These local governments were required to become their own corporations run by the CAO under the direction of the UN! Who is paying for these other people; you the taxpayer. Who is in charge? It is not your elected officials and, therefore, not you! Can you change this? No! But you can opt-out. You must organize to go to your elected and demand a council resolution to opt-out. Some already have it, and the list is growing. Go to Gather 2030 for information.

    1. Very well said!
Yes we need to remind our Mayors and council’s of their oaths they signed… and ensure they did not sign a second oath to the UN and this false agenda.

  2. This is such a bullshit argument. The SCIENCE is telling us we are on the verge, or are already in climate disaster and your ignorant response only fuels further misinformation. Tell that to the thousands of people who have lost everything in the unprecedented wildfires. These climate disaster responses are completely misleading. Please explain to your children how this is leaving a better world for them.

    1. Climate deception not Climate disaster.
Stop buying plastic EVs with your paper straw.
Teach your children to be accountable to themselves.
And converse with the ignorant as well as the wise.

    2. Before you dig in your heels on my response, I want to let you know that I am fully aligned with anthropogenic pollution issues we face, with over 45 million flights per year, shipping and using bunker fuel is the worst, not to mention vehicular exhaust, we have mountains of garbage from over consumption and throwaway products… I HEAR YOU… however, I want to point you into a direction that hopefully will make you ponder on why is ‘carbon’ picked on when the pollutants in jet fuel or car fuel has many poisonous chemicals of which CO2 is only a very tiny percentage and is required for plant synthesis (basic elementary school science right?
I will share a link from a Nova Scotia forestry management professional who will tell of the poor forestry management, the monoculture program which ended up covering our forests with glyphosate. This will make your forest region tinder dry in 2 days. All the undergrowth a perfect ignition point. Is part of this cause for fires.
As for the climate ‘science’ why is everything pointed at carbon? Do you not see the reason is the shift towards monetizing carbon and combine that with the digitalization and the 15min/net zero cities how this traps people into their tiki tacky houses?

And the second also speaks on glyphosate spraying in particular:

Meanwhile, Marc Carney and his Canada 2020 group come out of a very Malthusian plan that is deep rooted in history with some very inhumane policies:

I’m seeking some common ground and that we all want to find ourselves living in a better way than we have been indoctrinated towards believing in these ways we have acquired.
